Would the Roman Psiloi (with the swap ability and movement of 3 hexes) be able to swap with another unit and then ALSO be able to make a 3 hex run on the same turn?

With both Toss and Swap, you may move and then use the ability, or use the ability and then move, however you cannot split up your movement.
