Follow the AI progression.
As long as you have done that and there is still a tie, by all means, have him attack the guy with Parry! Again, all part of the strategy.

If an enemy unit has a choice between two units that are at the same health, is it within the intended AI to let it attack a unit with Parry, even though no other units are going to attack it this turn?
