The unit with Intercept Blow counts as being attacked, but not being targeted. This means that:
- A unit with Intercept Blow and Retaliate, can retaliate from being attacked.
- A unit with Intercept and Absorb, can absorb the damage from the attack.
- A unit with Intercept Blow and Dodge, can make its attacker roll Blues.
Intercept Blow has the timing of "when an ally adjacent to this unit is attacked." This timing spans from before the roll to after. However Dodge needs to be used before the roll, since it changes the dice rolled. So if you want to use Intercept Blow with Dodge, you'd have to decide to do so before the roll. Whereas with Retaliate and Absorb, you can wait and see what the rolled results are before deciding if you will intercept.
